Main areas of research
- Renewal of Ukraine’s spatial development in the post-war period: theoretical and methodological foundations of a vision for spatial development from the perspective of transforming understandings of “quality of life”; principles, criteria, and methods of spatial development of territorial formations; the fractal and determinants of multi-actor governance of spatial development; mechanisms for implementing concepts of reconstructive spatial development of territorial formations, taking into account natural-resource, societal, and productive components.
- A differentiated model for ensuring the quality of life of the population of spatial formations: contemporary understandings of the category “quality of life”; priority areas for ensuring quality of life within the plane of spatial development; harmonization of the economic, social, and environmental interests of stakeholders; principles and pathways for the state’s transition to spatial development based on maintaining high quality-of-life standards; infrastructure for ensuring balanced spatial development of territorial formations.
- Financial and economic foundations for the effective use of natural-resource assets of spatial formations: models and mechanisms of spatial development of territorial formations with due consideration of resilience; scientific foundations for the effective use of natural-resource assets under transformations of economic relations; formats, mechanisms, and instruments of financial and economic support for the development of spatial formations.

- European-integration dominants in the reconstruction of spatial natural-economic systems: provisions and requirements of international agreements and European directive documents concerning spatial development, sustainable management, the use of natural-resource assets, and ensuring the quality of life of the population of territorial formations.
Main scientific results
Within the research project “Natural-Resource Assets of Reconstructive Spatial Development of Economic Systems in the Post-War Period”:
- The theoretical and methodological foundations for defining a natural-resource asset as a component of wealth and as an instrument of reconstructive spatial development of a territorial formation were developed.
- Key theoretical and methodological positions of the spatial development of territorial formations for Ukraine’s post-war period were formulated. Unlike other approaches, they are based on the research chain: space → economic system → competitiveness → natural-resource assets → characteristics of spatial development.
- An original interpretation of the interaction scheme among the categories used in studying spatial development was proposed, including “spatial development”, “territorial development”, and “development of a territory”; unlike other approaches, it reflects their hierarchical relationship and identifies key functional features: systemic shifts in heterogeneous processes → change in the structure of territorial use → change in boundaries and locations.
- A systemic-structural classification of natural-resource assets was proposed on the basis of comprehensive hierarchical identification of their place and role in natural wealth, and of the properties arising from their belonging to natural phenomena, natural objects, and forces of nature.
- Taking into account the dominants of economic genetics, the place and role of natural-resource assets in forming renewed economic relations were revealed and characterized across the main planes of sustainable management: economic, business internationalization, tax, trade, technological, infrastructural, energy, political, innovation, environmental, security, regulatory, social, and geopolitical.
- A structural scheme for reconstructing the spatial development of territorial formations was proposed, with identification of the structural features of “spatial development”, “territorial development”, and “development of territories”, as well as the basic theoretical and methodological provisions of the reconstructive type of spatial development for Ukraine’s post-war period.
- The essential features of a natural-resource asset as capital of natural-resource origin were systematized and disclosed. Such an asset acts as an object of ownership, valuation, accounting, management, investment, and economic activity, and has economic potential as a benefit and a factor of quality of life.
Within the research project “Institutional Instruments for the Post-War Development of Ukraine’s Resilient Economy”:
- Prerequisites for forming a modern system of institutional support for resilience in its environmental component were identified.
- Instruments of institutional support for the sustainability of resilient natural-resource management in Ukraine were proposed.
- An interpretation of European approaches to defining the contours of resilient development of spatial formations in post-war Ukraine was presented. Unlike other approaches, attention was focused on a complex of components through the factors of institutional ordering of the implementation of essential features of resilience, institutional support for identifying threats to the reproduction of natural-resource potential, and institutional consolidation of the parameterization process of a modern resilience-management system.
- Methods of multi-actor governance of the resilience of spatial formations were systematized. Their distinctive feature is their orientation toward creating development conditions through differentiated forms of influence on economic actors, both individual and collective.
- A vision of an updated model for implementing institutional support for resilient development under conditions of Ukraine’s post-war reconstruction was presented, including a conceptual approach to resolving the problem through methodological aspects of implementing institutional mechanisms, determining the governance system, and forming a functionally ordered governance matrix localized by levels and types of resilience.
Within the research project “Methodological Foundations of Sustainable Management”:
- Methodological foundations of sustainable management were developed in the context of defining a system of conceptual directions through which the natural-economic sphere influences general transformation processes of modernization.
- A conceptual scheme for ensuring national sustainable management was proposed. It provides for restructuring the national economy toward sustainable development and covers three key stages: reorganization, recombination, and revitalization.
- A conceptual spatial model for organizing sustainable management was built. It envisages interaction among heterogeneous spatial-economic actors through two main spatial contours: the space of the “large” economic system and the space of “small” economic systems.
- A multilevel system of integral indicators of sustainable management was formed, including absolute parameter values, relative integral sustainability indicators, and generalized integral indicators of sustainable management.
- A roadmap adapted to contemporary conditions was developed for implementing the concept of sustainable management through the ordering of managerial actions aimed at dynamic, multilayered, multi-actor systems of interaction among key stakeholders.
- An innovative methodology of sustainable management was proposed, oriented toward identifying and substantiating a set of approaches, methods, and measures that ensure improvement of life activities within a polycentric narrative.
- The general organization of proactive governance of the homeostasis of a spatial formation was presented; a methodological basis for studying homeostatic mechanisms for ensuring the stability of economic systems was developed; and four types of homeostasis were identified: evolutionary, structural, resistant, and systemic.
- The structure of key determinants for forming a post-industrial model of sustainable management was presented, including the essential features of a multi-actor approach to forming spatial formations with a developed societal component.
- Basic behavioural models of multiple economic actors were substantiated as combined conceptual-analytical model solutions, taking into account economic-psychological factors: the monetary-entrepreneurial, innovative behaviour model; the marketing-investment behaviour model; and the adaptive cognitive behaviour model.
- A structural-functional scheme was built for formalizing the choice of one of three combined basic behavioural models of multiple economic actors through three multidimensional phases: identification of prerequisites for choice; description of initial model solutions and target functions; and implementation of a closed cycle of choosing the basic behavioural model.
- A conceptual trajectory was proposed for implementing the national concept of sustainable management, defining the cycle of sustainable management, differentiating it into periods of “support” and “provision”, and identifying a special system state termed the “plateau”.
- Models of the sequence of managerial actions were constructed within the triad of spatial mechanisms for ensuring the trajectory of sustainable management, including periods of “support” with a societal dominant and “provision” with an environmental dominant.
- A comprehensive approach to the spatial organization of reconstructive development was proposed, ensuring staged reconstruction of all types of infrastructure at different levels of the spatial fractal while taking into account wartime and post-war realities.
- The essence of the concept of sustainable finance was formulated as a financial system that functions stably through the tools of financenomics, is resilient through linkage with the real economy, and serves sustainable-development needs through sustainable investment, banking, financial markets, insurance systems, and sustainable-development funding mechanisms, while considering environmental, social, and governance criteria.
- The concept of glocalization of sustainable finance was defined as a tendency toward forming sustainable financial systems at interstate, national, and lower territorial levels of the spatial fractal. A spatial model of glocalization of Ukraine’s financial system was proposed for its integration into the EU financial system on sustainability principles.
- Key factors for ensuring the sustainability of critical infrastructure were identified, including protection of critical infrastructure, creation of a spatial information-support system for its sustainable operation, and formation of a national integrated system of multi-actor governance of critical infrastructure.
Within the research project “Formation of a Spatial System for Managing Natural-Resource Assets”:
- Strategic directions for the effective use of natural-resource assets under the transformation of Ukraine’s governance system were identified. Proposals were made to increase the efficiency of using territorial natural-economic resources by improving the spatial management system for natural-resource assets and ensuring consensus among business structures, state and local authorities, and public oversight.
- A concept of spatial management of natural-resource assets was developed through the organization of spatial natural-economic formations aimed at strategic system-integrated management of Ukraine’s natural-resource potential and the modernization of the natural-economic sphere through managerial innovations.
- Proposals were made for forming multi-structure economic systems based on the development of a neo-industrial economy and sustainable development under conditions of financial and economic stability, developed rent relations, and production of competitive goods.
- Basic scientific provisions were formulated for the formation of a spatial system for managing natural-resource assets, including the author’s concept of strategic system-integrated management of natural-resource potential, structural features of the European-integration vector for introducing spatial management mechanisms, and a triad of value-oriented dominants for forming a five-dimensional spatial system for managing natural-resource assets.
- A spatial model of the structure of the national socio-economic system was constructed, including a graphic visualization of Ukraine’s economic metaspace in the format of a four-dimensional architecture of the strategic potential of the national economy.
- The structure of the target platform software package “MainStreaM. Pro Platform Software v.1.1” was developed, including basic blocks and functional modules for economic-statistical and economic-technological modelling, simulation, and visualization of spatial-management results.
- An organizational-logical scheme of interdependence and interaction among four constitutive key spaces of the spatial management system for natural-resource assets was developed: material, societal, factorial, and institutional.
- A classification of the state territory was developed from the perspective of combining target functions of integral spatial management of territorial natural-resource assets, distinguishing territorial formations of binary and large-scale invariant orientation.
- A closed cycle for forming a variable integral spatial-management mechanism for natural-resource assets was developed, including methods of system, situational, and synergetic analysis; optimization-task formulation; development of solution variants; interpretation of situational-approach provisions; assessment of effectiveness; experimental verification; and generalized assessment of potential efficiency.
- Architectural components were formalized and a structural scheme for ordering spatial development of the national socio-economic system and its further transformation was built, including the localization of territorial formations in the management space and the creation of high-level information, production, social, and institutional infrastructure for territorial business ecosystems.
- Potential-factor determinants of the organization of spatial natural-economic formations were identified and delimited across six constitutive key metaspaces, with formalization of interrelations grouped by three levels of influence.
Within the research project “Public-Private Forms of Ensuring Sustainable Spatial Development of Ukraine”:
- Conceptual foundations of an economic-platform approach to ensuring sustainable spatial development of business-ecosystem formations were defined. The approach is based on public-private partnership as the introduction into economic space of an innovative system of relations between business structures as users and the public sector as the manager of natural assets, using modern electronic platforms for interaction among state and local authorities, business, and citizens.
- A concept of a European-integration mechanism for public-private management of natural-resource assets was proposed as a platform-based format for integrating natural resources into economic circulation through PPP instruments, structural management, consolidated project financing, and securitization of natural resources.
- The substantive features of a roadmap for implementing innovative forms of public-private partnership in the system of sustainable spatial-development governance were revealed; the basic institutions and institutional arrangements of the spatial management system for natural resources in a territorial business ecosystem were identified.
- A mechanism of institutional support for public-private forms of sustainable spatial-development governance was proposed. It contains four key subsystems: target, functional, support, and public-private relations, including core system-forming regulators that ensure feedback between strategic and operational managerial decisions and the outcomes of sustainable spatial-development governance.
- A conceptual model for implementing Ukraine’s communicative space of sustainable development was developed and constructed, supported by the introduction of a relevant monitoring system based on the methodological foundations of platform-based spatial interpretation.
- The scope of generalized one-time costs for developing and introducing a modern monitoring system for sustainable spatial-development governance was substantiated across three main components: development and technical-economic preparation for launch; launch and testing of instruments for identifying governance performance dimensions; and processing of system-universal components of monitoring.
- A general European-integration concept for managing Ukraine’s sustainable spatial development was proposed as a system of decentralized, responsible, and sustainable natural-resource management with the participation of local communities through varied PPP mechanisms.
Within the research project “Formation of a System of Mechanisms for Natural-Resource Management under European-Integration Processes”:
- Forms and means of transforming the structure of natural-resource management under European integration were defined, taking into account the principles set out in the Association Agreement between Ukraine and the EU Member States.
- A structural-logical scheme of a spiral cycle for forming a new generation of a system for building up and developing the natural-resource potential of regions was developed.
- The structure of a financial and economic mechanism for decentralized management of natural assets within European-integration processes was developed, and an innovative scheme for differentiating the state’s natural-economic space was proposed.
- A phased algorithm for implementing an innovative financial and economic mechanism for decentralized natural-resource management under European-integration conditions was proposed, including subsidiary, fiscal-tax, concession, quasi-tax, PPP, parafiscal, and divestment instruments.
- Directions for transforming the existing management structure of natural resources in territorial communities were identified, aimed at forming full-fledged natural assets through specification of ownership rights, capitalization of natural resources, and improvement of rent-payment methodologies.
Within the research project “Economic Valuation of Ukraine’s Natural Wealth”:
- A methodology and method for comprehensive valuation of natural wealth were developed, taking into account the ecosystem factor in the formation of natural capital, including an approach to valuing ecosystem resources through an emergence coefficient.
- Theoretical and methodological approaches were developed to improve the discounted cash-flow method used for valuation of mineral raw-material resources, including a correction coefficient for the discount rate that reflects the time value of money.
- An aggregated valuation of the components of Ukraine’s natural wealth and its regions was carried out, including water, land, forest, and mineral raw-material resources.
- A comprehensive valuation of Ukraine’s natural wealth was conducted on the basis of aggregated resource valuations in territorial-resource terms, including the ecosystem component of natural wealth.
- The efficiency of using Ukraine’s natural wealth was assessed in territorial-resource terms, and directions for introducing natural-capital valuations into the national economy were developed, including a preliminary natural-economic zoning of Ukraine.
Within the research project “Formation of a Financial and Economic Mechanism for Managing Territorial Natural-Economic Complexes”:
- Directions for transforming territorial natural-economic complexes were defined. It was established that the concept of transforming the territorial organization of natural-resource use should be aimed at optimizing the location of productive forces in order to improve the efficiency of spatial and resource potential.
- Theoretical and methodological foundations for typifying territorial natural-economic complexes under contemporary economic conditions were developed from the perspective of modern business theories.
- A model of structural-project management of sustainable development of territorial natural-economic complexes and clusters was proposed, based on blue- and green-economy approaches, modern principles of business efficiency and competitiveness, project financing, and project management.
- Prospective forms of organizing territorial natural-economic complexes were proposed on the basis of business principles for managing spatial-sectoral natural-resource use.
- A conceptual scheme for forming a financial and economic mechanism of project management of a territorial natural-economic complex was proposed on the basis of public-private partnership, project management, consolidated financing, and sustainable insurance of sustainable-development projects.
Within the research project “Formation of Cascade Forms of Production-Economic Interaction among Regional Socio-Economic Systems in Ukraine”:
- The dominants of the strategic governance system for ensuring the effectiveness of ten cascade forms of production-economic interaction among regional socio-economic systems were substantiated.
- A contemporary theoretical and methodological basis was developed and substantiated for forming a system for managing the development of the strategic potential of industry within the cascade format of production-economic interaction in Ukraine.
- The adequacy of a sequence of procedures for assessing the scale of the strategic potential of cascades of regional socio-economic systems was substantiated and demonstrated.
- Initial provisions were defined for using analogue and simulation modelling tools in applied instruments for objectifying the space of invariant properties of cascades of regional socio-economic systems.
Within the research project “Formation of a System for Assessing Ukraine’s Sustainable-Development Potential”:
- A closed cycle of procedures was constructed for forming, ensuring the organic introduction, and using an original system for assessing Ukraine’s sustainable-development potential.
- A five-level system of indicators was formed and substantiated, including their essence and applicability for comprehensive macroeconomic examination of potential-factor determinants of sustainable development.
- Methodical approaches were developed for assessing the scale of sustainable-development potential on the basis of calculations of seven elementary potentials within Ukraine’s strategic potential: industrial, energy, energy-efficiency, economic-security, structural-change, innovation, and information potentials.
Within the research project “Economic and Organizational Support for the Capitalization of Natural Resources”:
- Methodological foundations of financial and economic support for rational natural-resource use in Ukraine were developed, including specification of property rights, creation of restrictions and protective mechanisms for strategically important assets, modernization of legislation on collateral and securitization, ensuring market liquidity, and developing the necessary infrastructure.
- Priority directions for modernizing the natural-resource management system in the financial space were identified, including investment-project approaches, public-private partnership, developed infrastructure, project companies, securitized corporate-financial links, and a model of territorial municipal development based on harmonized interaction among economic actors.
- Proposals were made for institutionalizing the process of capitalizing natural resources in the financial space, including the use of collective investment institutions, formalization of property rights to natural resources, formation of diversified capitalization matrices, pools of assets, and an investment environment.
- Mechanisms and instruments for capitalizing natural resources were proposed on the basis of the category “territorial capital” as the value of assets located in a given territory and capable of generating income, including natural resources functioning as income sources.
Within the research project “Comprehensive Economic Valuation of Natural Resources”:
- From the perspective of systemic aspects of using comprehensive economic valuation of natural capital, basic approaches were defined for incorporating such valuation into the system-logistic chain of natural-resource use in accordance with the ideology and objectives of sustainable development of the national economy.
- It was proposed that the comprehensive valuation system for natural resources should account for the emergent ecosystem nature of natural capital, factors forming natural-resource rent and related forms of rent, institutional and organizational aspects of municipal natural-resource governance, public-private partnership principles, and the systemic consequences of capitalizing natural assets.
Within the research project “Natural-Resource Management: Spatial Aspects”:
- A strategic model of natural-resource management under market economic conditions was proposed within the framework of spatial socio-economic development, based on a corporate governance system involving business structures, territorial communities, state authorities, and local self-government bodies.
- Scientific provisions concerning modernization of the natural-resource management system were improved, particularly with regard to building a spatially oriented innovative corporate economy based on the principles of environmental management, the green economy, and the blue economy.
Within the research project “Institutionalization of Relations among Actors Using Natural Resources in Ukraine”:
- Trends in creating conditions for the self-reproduction of natural resources were identified. The basic provisions of the national concept of sustainable development were further developed through the principles of the green and blue economies, particularly in assessing natural resources as sources of value and ensuring conditions for increasing resource capitalization and equitable distribution of income from their use.
- The theoretical and methodological foundations of corporate governance of natural-resource use in Ukraine were disclosed with due regard to resource specificity.
- Priority directions for the institutionalization of natural-resource relations were identified.
- An innovative cluster-corporate form of economic management for natural-resource use was proposed as the most appropriate for Ukrainian institutional conditions and capable of combining the principles of the green and blue economies within a single institutional environment of natural-resource use.
- Methodological foundations for comprehensive valuation of natural resources were substantiated. For the first time, it was proposed to conduct comprehensive valuation from the perspective of capitalization, understood as the degree to which resources are involved in market processes as sources of profit through relevant organizational, financial, and other mechanisms.
- Directions for capitalizing natural resources were defined, including quantitative and qualitative parameters of resources as sources of capital; technical possibilities for use; production operating costs; institutional characteristics; ownership form; capitalization of the owning company; location; fiscal-policy quality; and opportunities for financialization and securitization.
